No Progress on Federation Victory?

I'm in a Federation but have no progress whatsoever toward the Federation victory goal. I see that I do have progress for a conquest goal. Am I missing something or is there a bug I'm unaware of?

Its a bug, only shows when you are federation leader, but it still counts it.

Also realize that when you are ahead, it is easy to win the Domination Victory while in a Federation. If the other Fed members are too whimpy, you can accidentally hit 40% before the Fed hits 60%.
