So, very strange thing happen to me, I am playing Austria, and i had old Emperor without heir, he died and noble from Habsburg succeded throne, well its badass Maria Theresia 4/6/6, but problem is, Commonwealth got elected to Emperor, which means i am pretty fucked, because its only 3% IE to get to Erbakaisertum, and obviously if they gonna proclaim it, i lost Emperor forever...
So my question is, getting female ruler is pretty bad, i thought Pragmatic Sanction should fire for Austria (i am pretty sure it did some of my previous games). Btw I am so unlucky since AoW released, first i got PUed by France during my Spain game and then this :D

Fairly certain pragmatic sanction only fires if you have a female heir in waiting. As in, because your ruler hapened to be female after having no heir, no sanction.

And yeah that does seem to make you prety boned.

I might have workaround, if i release loads of vassals in HRE, they should NEVER vote for reform if i dont want either, correct?

Don't think that's how it works. I just finished a commonwealth game in which my vassal Magedeburg voted for Revoke the Privelegia despite the fact they were my vassal and actually became Austria's vassal instead.
