I bought the game via steam and want to create a scenario, but I have no idea how, and the forum seems like a good place to go. But I have no permission, and it won't let me register the game, for, as I said before, I bought the game via Steam, and it comes with no redeem code. Anyone know how I may be able to access that forum?

You have to register your steam account. I don't quite remember how it goes, but if you click "Register a Game" and then click "Settings" there should be an option underneath the profile that lets you register a steam account.
