Well it seems that whenever i try to download a mod for my europa universalis 3 game ....they say the message on top....am i an outlaw in this forum ????!!!!!

Not at all, but since I see no icons under your name, I assume you have not registered you base game here.

I am not staff, and don't speak for PDX, but they don't put DRM in their games. They do require that you register your game to access the game forums.
Once you register, the mod forum will/should open for you.

thats pathetic. required to register my game? like really? just means i wont use ur site ever again. HELLO WIKI!! ill find it much esier there or at yahoo answers. then trying to figure out why i have to register my game when it doesnt even show up on the list. let alone even view anything and need a account to do it.

What would you do differently? Put intrusive DRM in every product? You do not have to register your game....you only have to register it if you want all the free support provided by the creaters.

As long as you are happy without that, then no registration is needed, you can play any PDX game.

I, as just another honest gamer, am happy to take the few seconds required to register to continue not having DRM in the games.

Is it really too much for PDX to ask that you verify you actually paid for your game before they provide free support? I certainly don't think so.
