When you accept a loan from another country (with a very high interest rate), you can refuse to pay them back for absolutely zero consequence, making this loan an actual donation.

In my Kamilaroi run, I was eating Shun and many small countries offered me loans. Usually, I never accept them but i thought why not. I didn't feel like reimbursing them though, and lo and behold, no one cared, even the loaner ! One of them even offered me another loan / donation several years later. 0 relationship drop, 0 AE or dip rep lost. Just... Weird ?

Anyway, I thought maybe there should be some backlash for refusing to pay back someone.

Oh and also am I the only one whose forts seems to give 0 penalty to attacker on terrain modifier ?

It used to be the case that not repaying a loan gave the lender a CB on the defaulting recipient. This was very exploitable by human players, as a way to get a CB on almost any AI nation, which is why the current AI normally won't accept loans from players. However, I think the CB remains - if you check your lenders then they probably have a CB on you (probably the "Canceled Loan" CB).

Wow I see, that's free money then if the AI doesn't enforce its CB
In most cases, I agree. The nations that lend you money probably can't beat you in a war, so the fact they get a CB when you don't repay them is kinda trivial.

Technically, I believe there's another minor downside: there's probably an opinion penalty for not repaying the loan. But that opinion penalty is probably irrelevant in most cases.

The backlash in my opinion should be a doubled interest rate for your normal bankloans, and perhaps even a power cost increase of say 5% or so for 20 years. This would emphasize that both your internal actors (merchants/nobility) who have money, and external ones has lost faith in your ability and will to pay back your loans.

Since you already keep paying interest forever until you pay it back, I don't see a need for further penalty.

That's not true. Once you refuse to pay it back at the end date it completely disappears from your list of loans. I've played on the latest patch, I remember getting loans from the AI and I'm pretty sure that's how it still works.

The favor system is another way of getting free stuff from the AI with no drawback. The AI doesn't refuse your requests for ducats or manpower as long as the green checkmark is next to the action. But you can refuse their request every time. The only consequence is a small opinion penalty that will almost never cause the alliance to break.

At the end date I got a prompt and picked "refuse to pay". Interest was still being charged in my economy screen. One of my friends did the same steps and also continued to pay interest after refusing to pay the loan. It did not disappear on month tick or something.

Okay, but was it still on the list of loans? Because if you still pay interest but you cannot repay the loan, that sounds like a bug.
