To make it clear, I am very disappointed about this feature.
I really hoped, that the peace negotiation system would be expanded. I even hoped for an advanced system that allowed you to threaten countries to fold to your claims. The national unity feature really fitted into this hope.
It was said, that Hoi is no world simulator, but a ww2 wargame. In fact, that was not the way, I saw Hoi. I loved the ability to go ahistorical ways. In fact, Hoi always meant some kind of world simulator, a sandbox game to me. There are lots of ww2 games around. What made Hoi so popular, was the sandbox approach.
It was a lot of fun to win a war against a country and then (even with "acceptall", to make a arondisement of your country, say, get some islands in the pacific from JAP (also in a a-h set up, say, as a democratic germay) to trade others to your allies, to get bases etc.
As somebody metioned: I play, say as germany, and want the azores. I declare war on portugal. I win that war. Portugal surrenders and becomes my puppet. I want the azores as a naval base for (all) the future. Maybe this could be solved by making conested (means: others have claims on it) or colonial provinces not core provinces. So I can trade them to my allies or others for a high price or claim them by myself. After the gouverment in exile is down, there is no more partisan activity, so they are actually mine.
This raises a lot of questions. First: where does the gouverment in exile go, (say, for a war brazil against argentina) and how do I take it down. This will be clarified in further DD's, I think.
Second, when there are claims on a province, they should automatically go to you or your allies after the enemy has surrendered. But what about, for example, the naval bases in the scenarios above? So everything that has no claims on it and is no homeland province must not be a core province. How do I get claims on these provinces?
Just an idea: I hope, this is implemented in the descisions system, where you can define your war aims before declaring the war. (with negative effects as high costs, raising belligence and decreasing diplomatic relations a LOT). By this way, you could select your claims from a list of provinces, before the war starts. I really hope, claims are selectable, so there has not to be a specific and deterministic descision for any possible claims.
