Alright. So getting 140% of your salary is the same as getting 100% of your salary, you can't spend the additional 40%.

100% has no meaning on its own, it's only a comparasion to something. What that something is is not really explained in the game though. The whole confusion around this topic is that people define this 100% differently. Some of you define it as 100% that's humanly possible, others define it as the average. (I for one tend to agree with the later.)

Some people just must misinterpret the abstraction, no matter how much other people try to explain it.

would have skeleton units or units commanded by very few officers or alot
more incompent ones.

As in. If you have all the officers you need. The roster is full. 140% is supposed to represent that you have 4 extras for every ten 10, if an arty shell strikes the wrong guy.

That's sort of how I have always thought of it. Doesn't the game give you the actual numbers of officers in the tooltip if you mouse over. So it will say you have 140% but on mousing over it will say 140 officers (if you currently 100 officers for your army). I tend to think of the extra 40 officers sitting around somewhere doing busy work until they are needed. The reason your army is more effective at above 100% is those 40 guys doing busy work have been replaced by more competent officers in the frontline, as your training process isn't to always produce officers of the same caliber. So the (comparative) idiots in your officer pool get replaced by more competent ones as you rise above 100%.

well, if you like to think so it is of course okay but i might point out that all the officers included in the 140% are on active duty working in the units. only if you go above 140% and you train more officers then you can actively use those new ones sit around to take over from an more unlucky predecessor.

as far as i understand it 100% means that you divisions have enough officers to work properly and when they receive more they even work better since they have more NCOs around to direct the footsoldiers.

Its not 100 officers its 100% officers. If you mouse over it will say something like

you have 28,325 officers and you need 27,452 to have all the units covered.

It says something like that when you are at 105% which is what I typically hang around at. There is nothing in the tooltip that says if you are at 140% you get a combat bonus. In fact I have not found anything that says you do!

True, the tooltip is lacking in this regard. That should be improved to include this piece of information. Anyway, the effect is there, I can assure you, and the cap comes from this line in 'defines.lua' (in case you want to use it in your lua scripts):

I reaaallly dont want to jump on anyone´s toe, but it´s kind of funny to see how ´upset´ you are about an ´invisible rule´ , when you think about all the rules you set up (for the better of the game, mind you), which cant be seen by the players in game.

The difference is that those rules can't be made visible (we had that debate before, remember? :)), while this can. In fact, I just did that for the HPP mod :D
