My install in vanilla with no pilot mods, so I figure he must be coded that way by HBS...

I've seen this reported before. Don't know what causes it, but it is possible for a pilot to spawn with exactly the right combination of background traits to give them an 11 in a stat.

Looks to be a bug of some sort, as I don't think pilots are supposed to be able to roll the same background trait multiple times.
