I have started a 1936 scenario as Germany. I'm playing 1.4 with Windows 7. I am now in 1939 and I've noticed that my oil is only going up at the rate of 1.8/day plus my trades. Nothing is being refined from Crude oil to Fuel. Crude oil is showing a minus for conversion but nothing is being added to the fuel totals for it. Does anyone know anything about this?

So I guess it's normal. Refining started again when I started to use more fuel.
All resources are done daily. The energy-oil-fuel circuit can also be a bit goofy at times. In some of my 1.3 games I was converting energy to oil even when energy was way smaller than oil.
Really they need to just put it under your control. Paradox needs to take a look at what Arsenal of Democracy did with HOI2's economic system. Coal-Oil and Oil-Rare are based on refining structures and slider control. More detail and control yet far easier to manage and automate things.
Its a small thing. In 350 hours of gameplay I have never run out of fuel because my energy failed to convert.

I have ran out of crude oil about half of all my games, mainly because it keeps trying to convert oil no matter my amount of fuel. I did some testing and when I put "fuel" into the console about 90 times(literally) my crude oil stops converting because my fuel is at max in it's stockpile.

Crude oil doesn't do anything but get converted into fuel. Running out of it isn't really a big deal unless you have no fuel left.
I have run out of crude when playing a minor, but fortunately those countries don't usually have tech/IC to build enough Planes, Ships, H3s and Cadillac Escalades to burn through the fuel reserve.
