The base game will be... probably... something like how Imperator Rome was at launch. A skeleton of a game, barely any meat on it that you will have to feed with precious hard earned euros/dollars... glueing DLC after DLC on its white bones until it looks like Frankensteins' monster.

Nomads are super broken (not just overpowered, also generally just incompatible with CK2), so I'm glad they will be redone in a future DLC. Merchant Republics are ok, but they were made pretty early on and do not mesh well with mechanics added later, which became incredibly evident with Holy Fury and their interactions with enatic religions, and I would love to see their mechanics overall expanded upon anyway.
For sure there's much room for improvement over ck2's implementation of them, but I would have preferred to have seen them on release, even relatively barebones, instead of be made to pay for dlc to unlock them all over again
