Muslim states around the crusader states like Damascus, Mosul and the city enclaves of Homs etc. did not have anything like feudalism. the basis of power was the old Imperial village which paid taxes to the local lord who was independent and paid lip service only to the caliph. The atabeg of Mosul was an appointment not a grant of that lordship and could be/was taken away at the discretion of the caliph in Baghdad.
