No more roads, but not even 50% of the way to the limit!

After doing some land expansion into the sea I caused a stupidly big flood into my city. After the water cleared I was barred from making any more roads, anywhere! I used the limits mod and I'm not even close to halfway through the road limits and have about 5-6 tiles filled in. Every post online I can find only references the max limits as a block or money but it's not the limit and I am using unlimited money, so none of this makes any sense. My Time Machine backup didn't back up my Colossal Order files for some reason, and I forgot to do new saves for about ten days so I will have to redo a lot of work. :/ Any ideas what this could be?!

Exactly what mod are you using to show the limits, and what limits are you looking at? Roads take up two internal "resources", segments and nodes. Running against the limit in either will cause you to be unable to build more roads. Maybe post some screenshots of what you're experiencing so we can better see what's going on and offer some suggestions.

How big is your city? Generally those limits should not be hit unless your city is ginormous (like over 600K or something).

What exact message were you getting?

If it just flooded, did you wait for the water to fully evaporate?

In windows, I have the same issue with saving the colossal order folder, as it is in a protected folder, even after I give it full permissions. It sometimes work, but not always. I always manually copy and paste for my backups.
