When i do "manually" force an stock... How do u allow pops or factories get these stuff? Have not found the way in forums

If I remember correctly, In victoria 1... you could regulate the flow of stuff to your country by buying a buffer stock of all materials, then releasing to the populace.

I.e desired stock: 500. Allow pops build from stock: Yes

This way, when world market availability was very high, u could amass 500 stuff. Then, when world market was low on these products, you started to reduce it but your populace could have all their needs covered. Until... eventually stock was depleted.

Other stuff....
In victoria 1 every populace had a "needs" fixed for all the game. Is here same? Pop does not increase its needs as tech evolves?

On POP needs, IIRC they increase as you research commerce techs.

There was this option in earlier versions of the game..but it was reported as game breaking and ultimately removed. As far as I understand, if you do stockpile and sell said goods when building and the resource is lacking, it goes to your projects first..I may be wrong, but pretty certain this is what I have observed.
