Is this some sort of bug?, I have no mods active yet 4 hours into a new city I noticed my achievements are locked, is there anything else that would force them to lock?

Wich achievements are you talking about. I often notice people talk about the unique Buildings or even the Monuments when talking about achievements... Monuments for example will only be ploppable in cities with a 75k population. So I'm often unsure what exaktly is meant when I hear someone talking about achievements.

OP if u have downloaded any mods this might be the issue even though it should not be. Just in case there is a mod "mod achievement enabler" out on steam. It was basically ment for people using mods, but should satisfy your needs anyways.
