So while playing as the Norse Fylkir, I realized I couldn't give my son a mercenary band. This seemed odd, so finally with some digging I found out as I am head of religion I couldn't do it.

It seems strange to me that a Fylkir or Caliph, who are primarily secular rulers suddenly can't make their sons or courtiers Mercenary Captains. Is this really intended?

Sounds weird! Might be because of the pope and the other independent religious heads, even if 'Roman Band' would be funny to see.

Maybe its possible to make it so theocracies can't form merc bands instead?
