Not sure what you mean by this. The tech tree's themselves are completely generic and the same for each country. There is no difference between the tank trees for Germany and Italy, except different name and graphic overlays (e.g. The 1942 medium tank for Germany is the Panther). However, Countries will likely start at different places on those trees.

Incorrect:

Italian Tree: 1 early tank, 3 light, 3 medium, 3 heavy, 1 super heavy, 1 mbt

German Tree: 1 early tank, 1 light, 5 medium, 3 heavy, 1 super heavy, 1 mbt

Thats a wrong assumption the only reason you think theres a difference is because they have changed how the tech tree is shown. PzI and PzII is light tanks not mediums this has been confirmed before. Then again that you make the assumption you do just show that the evolution of how the tech tree is shown is superior as it conveys the information better :p

Yes, you are correct.

A couple of months ago, a dev posted a small tidbit of the code behind the tech tree.

                 research_cost_coeff = 1
         }

                 leads_to_tech = basic_medium_tank

         }

With this you can see that for vanilla HoI4, each country will have a basic_light_tank, which is light_tank_equipment_1, improved_light_tank is light_tank_equipment_2, advanced_light_tank is light_tank_equipment_3 and etc...

But it seems all very moddable.

The trees are the same. The layout has been changed/improved since the German tree was posted.
