No Luck Couping Nations

I am playing as Germany. I'd like to have Turkey and Brazil join my alliance, but they do not. Turkey as a democracy and Brazil at +200 influence only has a 30% chance which never works.

When I look at the Coup nation option the chance of success is always listed as zero (even when I have influenced the target to the maximum.) What am I doing wrong?

I think there needs to be lots of dissent in the country for the coup to work.

Get one of the +20% coup percentage ministers. You can make coups succesfully, but it is not easy. If you absolutely want to make it happen, save just prior to your attempt and replay it until it works.
