No longer possible to increase LEADER_MAX_SKILL_CAP?

For years, I had the maximum leader skill set to 20. Don't ask me why I wanted it that way, and don't try to persuade me that 10 is better. I just want the max for levels to be 20, because I'm weird and everything.
Now the problem is, my rank icons (leader_skill.dds) don't work anymore. If the image isn't exactly 209 pixels wide, the icons get distorted. It seems that there's a parameter somewhere that specifies that leader_skill.dds represents 11 frames. So, no matter how many icons you draw in leader_skills.dds, the game will divide the image into 11 equal parts, and display whatever happens to be within a given frame. And the wider the dimensions of the image, the wider the displayed garble of chopped-up rank insignia.

Does anyone know how to tell the game that leader_skill.dds consists of 21 frames?

I remember that problem from another pdox game; I think it was EU2 or Vic2. But there it used to be possible to specify the number of frames per image.
