No local autonomy decrease in colonies?

its been a big controversy with this 1.8 patch...
For the record
Wiz has stated he thought the idea of a slow gain in autonomy could be interesting idea.

But that is about all thats been respond by the Devs that I know about.

oh okay, i remember reading about this in a Dev Diary or so. The idea is not bad per se, especially for oversea provinces. But i don't think this should apply to provinces that border your empire. For example if you colonise the surrounding provinces as ethiopia. Or at least the autonomy should start to dissapear after a while.
