no legal transport path - how does this work ?

I am not understanding the "no legal transport path" in my current game of HOI4.

Playing as Japan, I have defeated China, and made puppets of everywhere within China. so far so good.

however, I am unable to send lend-lease stuff to the new puppets, because of "no legal transport path".

which, I would understand, if it's because they're land-locked.

But, I can send lend-lease to Mengkukuo, which has 0 convoys, and is also land-locked.

I don't understand why. Can anyone help me figure this out ?

Because Mengkukuo is bordering Japan, so you can send lend lease. You probably do not have border with other warlords and they are land locked.

Try this experiment:

• A player should be able to lend lease convoys to land locked countries ( last time I checked, convoys required zero convoys to transport convoys to a nation).
• Once the landlocked nations receive the convoys, can they now receive lend lease?

I don't know. Might be interesting to investigate this a bit more.

Because Mengkukuo is bordering Japan, so you can send lend lease.

But it doesn't border Japan's directly owned territory, not as far as I can see.
