Just started a game of VV for the first time and there are no leaders available to lead the armies or navy. When I clicked the icon for commander I had one choice, when he was appointed there was no one to lead my 2nd legion or navy. The senate eventually suggested nominees but there was no one in the character screen for me to choose if I rejected their suggestions.

Any idea what is happening? ta

Hover your mouse over the empty general/fleet commander space and a tooltip will pop up telling you what is required to lead an army or navy. In the case of Rome, only consuls, former consuls, and former navy/land tech praetors (I think) can lead armies and navies.

If you are playing vanilla VV, to be appointed legate (general) or navy prefect (admiral), your character must be the actual consul, or a former consul, censor or praetor (the civic tech, not the land or navy tech). You don't appoint consul, and to be censor a character must have been consul or tech. To be appointed praetor the character must be of a certain age (40?).
The quickest way is to appoint a high martial character Pontifex Maximus (age req. only 18) . As soon as posible, appoint him censor and after that ..voila! he's cualified for the army/navy.
Until then ... a bad general/admiral is better than none, and you are at war: accept the proposals of the senate, unless they have very low martial, and usually they aren't.

I have the exact same problem with no leaders, governors or something. I play with the mod Imperium and first it was all fine. I had enough candidates for use but since about 10 years the candidates disappear. Now my 3 regions lack govenors, I have no Censors to choose and there are no generals to pick from.
If I look what's required all looks fine but I cannot choose anybody. Anybody playing Imperium too and know what causes this really bad problem

AlCord,

It might be helpful if you post in the Imperium mod forum. Perhaps someone
there might be able to help you. Your nation may lack the characters old
enough for certain positions, but usually to become governor you only need
to be male and over 18 years of age. So even though I'm not saying that it
is, it might possibly be an issue with the mod itself.

When you begin to lack the ability to appoint any characters for certain
positions the game is supposed to create new ones for you. Otherwise I'm
not sure what else could be wrong.

I wish you luck.

When a new game starts (or you enter civil war) a bunch of new characters are generated at the start of next month.

In the case of Rome itself (playing VV) at the first available date, you will indeed only have one character (the consul) available to be as legate. But worry not, the senate will appoint a new general and admiral for you (if you just accept them), and at least for me they have every time been characters with the respective ambition (so they get MAR+1 when they get appointed, and if from the populist faction they then transfer towards the military faction (which is nice)).
