No info on coordination center and duplicate scientist

When I build Strategic coordination center, the ingame info doesn´t gave me any info what it does, except its unkeep 75 credits and secenond problem I had, that the game let me choose same scientist (doctor Xib) from curarators enclave for physics and society research at the same time.

I am using XBOX SERIES X and newest stellaris console edition with all DLCs.

i've notheard of the first one

duplicate scientists is however a well known bug [check your leaders, wouldn't be overly surprised if you have 2 of the same scientist]
