I'm creating a mod and I wanted to have custom names for my custom nations political parties, so I changed PRU_conservative to COH_conservative_2 (I do have COH_conservative_2 in the common folder). Every time I load the game though it says "No Ideology". Here is my common folder:

To change the population, go to history/pops and edit the country file in question (they're grouped by modern countries, but it doesn't matter for the game at all).

So, I've fixed my political party problem, but I still don't know how to fix the population of provinces.

You'll have to edit the POP files (.../mod/poptypes/<type>.txt)
Inside each file is coded which ideology they will follow under which conditions.
You probably want a condition like AND = { country = { TAG = COH } NOT = { year = 1837 } }
As this will be true, if the POP lives in your COH country before 1836, ie at the start of the game.
Just copy one of the modifiers which already exist and change the value to what you like (higher = more).
