I was trying out the new Megacorp DLC when I stumbled into the contacts list and realized that everybody was pathetic. Normally around this time of game I was fighting close wars, and was playing on the same difficulty level. I am in a federation of 4 empires and wondered if that was the reason. But going into observer mode I realized that half of the fleets have combat power of 1k, when around my time it would be around 5k. I think that the AI isn’t producing fleets anymore. Is there anyway I can fix this without starting a new game and not playing as every empire.

Until they teach the AI to use the new system(s) there likely won't be much that you can do WITHOUT using mods. You could try the Glavius AI mod. The mod will do what it can to keep the AI from being completely brain-dead.
