Not sure if this is a bug or WAD. People have asked this recently but looking for a definitive answer.

I'm setting my games on huge galaxies with max 24 AIs, and 3 FEs and 3 marauders.

I am getting the marauders most of the time, but ZERO fallen empires in my games.

Is this a bug? Or is it something to do with space on the map? If this is WAS then there should be a tooltip or warning or something to let me know that my current settings will stop a fallen empire from spawning.

I think that it is a bug. After 2.1 it is a normal situation to not meet any fallen empire or meet only one (or 2 maximum).
I tried a different number of AI and different galaxy sizes with different settings but I don't find stable correlation and can't understand logic of their generation.
I have a theory that they replaced by a standard empire if they start in same position, so if you will set more number of AI empires you will have more chances that the fallen empire will disappear. But it is just theory.

The settings for fallen empires are different to the rest and represent "maximum fallen empires" while I think the other settings represent actual number of empires/marauders. I wonder whether PDX changed fallen empire spawning rules after adding marauders which would make the galaxy more crowded. If they didn't then that might explain less FEs now.

I like having all five FEs so I've been in the habit for ages of slightly decreasing the number of regular empires and making the advanced starts and marauders variable to hopefully allow enough room for FEs. My current game (2.1) is the first where I've finally had five FEs spawn.

I've seen it mentioned in other places, Fallen Empires seem to be limited because of how and when they are created. In galaxy generation, FEs are created last and have size/space requirements to form. If all the other empire/race options are high enough and everyone is spread out just right, there will be a limited number of areas for them to form.

My start was random not clustered.

And yeah this all seems to make sense. It would be handy though if there was a tooltip explaining this or something. I would rather a FE overwritten a general Empire instead of not spawning at all.

Its a thing since last DLC was out. I even started to bring up the console with /observe after game start to see if any fallen Empires generated. Got so annoying, I decided to stop playing this game all together for a while. Hopefully it will be fixed. Even then Fallen Empires do generate, its never all 5, but one or two of them instead of 5 i set up at game start. Marauders always seem to be generating. Also, then you reduce total number of civilizations (i always play spiral, 4 arms, 1000 stars), from usual 20 I use, to 10 or less, most fallen Empires tend to appear. However, then u have 15 or more civilization, there are ether one or two fallen Empires, or none. Annoying as hell. I figured if I drop the game for this summer, maybe it will get fixed once I get back to it. Cheers!

in Stellaris\common\defines\00_defines.txt

Mod its value to 0 and much more FE will be generated.

I have seen this mentioned to, however even if I start a map with zero standard empires and one fallen empire, I still get no fallen empires. I have in fact tried a lot of variations and as of yet completely failed to get even a single FE to spawn.

I do not want to mod though, since I am trying to do the Achievements. :p
