I've been subscribed to the DLC thing for awhile now, and it always shows a box on the main menu for me to download and verify my DLC. Yet now that I'n on a different PC, the box is missing and I am unable to download my DLC.

It is only available in Windows, so if your other machine is Linux or Mac the subscription will not be available to you there.

If that's not the situation you need to check that Steam Cloud Sync is enabled in two places on this machine, for Steam overall and for this game in particular.

Then the same for the Steam overlay.
 
Then are you sure you are still subscribed? Because we are not accepting any new subscriptions at present.
 
Actually, not long after I made that post, the box popped up again. At first it said I wasn't subscribed, but when I clicked it to open the download window, it just told me to redownload all my files. The speed against which this downloaded suggests that the files were still present, and I could play just fine afterwards.
 
I see, maybe a Steam glitch of some sort.
