Playing a Byzantium game ATM, and I was waiting for a good time to jump on the Seljuk. They had a long civil war, so I thought "just wait a bit for the vassals to be fed up with their liege requiring levies and profit".
But thing is, after a long while it didn't seem that discontent built up. So I loaded the game but selected Seljuk to have a look at the situation. And lo and behold, despite having all the realm levies raised, nobody has even -1 penalty toward me (but I do get the warning that every 61 days I'll get a cumulative penalty).

So WTF ?

Well, thanks for the insight, I completely overlooked this part. Now that I look again, it's plainly described in the tooltip "during an offensive non-Crusade war".

Well, I guess the good time is to wait for them to start a war and THEN jump on them.

You don't get opinion penalties from vassals if you're involved only in defensive wars, which civil wars pretty much always are. Same rules for both human and AI.
Isnt it involved in any defensive war at all? I had this adventurer (my blind eunuch brother) who would never send his last 1k troops to my kingdom causing war until ticking warscore ticked up, and I was raiding freely with vassal levies and ships with no malus. And I did the same like 3 characters ago when waiting for ticking warscore against a defensive Danish war to tick up, while freely using our Suomenusko holy order free of cost to smash slavics in offensive holy wars.

I find that, unless they've been in a really long war, the "Defending Against Infidels" bonus will outweigh any malus from raised levies and then some.

I'm pretty sure you still incur the penalty if you're involved in an offensive war at the same time.
