No Diploannex in Victoria?

I hate to sound negative but wouldn't someone who pirated the game going to figure it out anyway? I mean...they would be playing the game after all...

Icecold has it right here. It's clear that there are borderline cases. Asking how you have to go about to assign leaders to armies or why it takes troops so long from point A to point B even with railroad would be clear cut. I think this is a border case, and I have to agree with the better safe than sorry strategy.

As for not giving info after official release - it will be given of course.
Before official release = info helps a few pirates.
After official release = info helps a few pirates and many (I hope) honest customers.

The irony being that before sale every honest customer is considered as a pirate.
