The whole naval bomber thing has always needed to be separated into two categories, scout and naval attack.
There were few aircraft that could both scout the long ranges on a NAV bomber where it more represents something like naval air command versions of 4 engine bombers/flying boats. Then there is the high naval attack which is more something for a single engine aircraft, and some two/three engined, submarines as the exception of course. Could you image a B-24 trying to attack a battleship? It would be near suicidal, the closest I know of was they trained B-25 pilots to skip bomb ships at an air force base near where I live in WW2.
The best aircraft at doing both roles I know of is the Japanese B5N Kate and Italian SM.79.
A 4 engine naval version of a bomber is not going to be any better than a regular one at port strikes because it is just going to drop bombs from medium or high altitude like a regular one would. Unless they wanted to commit suicide by being a big fat target while low and slow doing a torpedo run.
We need long range scout/ASW aircraft and shorter range actual naval attack planes.
