no constitution change

i started new game as Argentina (presidential dictatorship, no voting rights) and imidietaly gave voting rights to the wealthy (arist., cap., clerks, cratf.). but nothing happened. no change of constitution and i am unable to hold any elections... is it a bug or did i miss something? i play revolutions 1.04, i even tried to reload the game and still nothing

yes, i tried even that. i have voting rights according to wealth and free parties. but it shouldn't be necessary, i remember those changes happening even to countries with right to ban.
right now i still have:
laws by decree
two-party system (even when there are four of them and none is banned)

I think what needs to happen is for more than one reform to be quite drastically changed within the same month. Also, I think that it is the combination of reforms which effect if your contitution will change, and how it will change, etc...

The trouble is... I can't even look in the events files to tell you how to achieve whatever - the events are triggered by the gamecode, and not by normal means, so I have no idea what needs to be done for a certain revolution to occur, etc...

ok, but giving voting rights and allowing free parties seems to be big enough reform... after all a can't do much more.... but just for the hack of it... i also established abyssmal healthcare, but i believe it shouldn't have any effect

How about if you do universal sufferage and free parties? As far as I know you can only be full democracy with universal sufferage and free parties. Any system were not everyone can vote and/or where you can change/ban parties is not classed as a democracy. You are a presidential dictatorship who lets people vote, but if you dont like it then you change parties so in a way a constitutional dictatorship. You can switch back to wealth once you are a democracy.

on the contrary, many countries that are democracies at one time had very restricted voting. the US for example starts the game with only the wealthy [clerks and above] being able to vote.

many western democracies didnt have true universal suffrage until the 1910's, when women were allowed to vote. even to the 1960's, minorities weren't allowed to vote in some places too.

ive also had the case [once] where i was a democracy in game and still had the right to ban option. i dont know how that worked though.

True, and I realised after I made the point that the last point I raised contradicted myself (ie you can then switch to wealth only). The point was that you cant change to a democracy without full sufferage and free parties, you can only then change back to wealth. So the game classes that as democracy except for certain start conditions and events (as in how you can change to democracy through the politics screen). Of course it would make more sense if wealth could also turn you into a democracy.

I dont think I have ever seen the right to ban while being a democracy so it may have been an event or something. Pretty sure you cant get that through changes in the politics screen.

i think i was argentina and i was trying to get out of all those dam dictatorships from the events, and I ended up a democracy with right to ban.
