No Churchill or Halifax ever. How come?

Churchill didn't take over because Chamberlain died, he took over because Chamberlain's government fell due to his appeasment policy having turned out so badly and the string of early defeats.

Correct, but the fact is that Churchill was appointed PM in the night of 9-10 May before the German attack on the Low countries and France and was already a memeber of the war cabinet as Lord of the Admiralty since 1 September 1939. I understand the trigger though for gaming purposes but he is also not available earlier in the game.

Shouldnt there be an event that appoints Churchill as Lord of the Admiralty when Germany attacks Poland?
And shouldnt the trigger for PM be any Axis land unit in control of a Belgian or French province (in Europe)?

Well I was only really replying to "Why would Chamberlain live longer if Norway is free lol". I don't think an event is needed for him becoming Lord of the Admiralty, since that would be possible to do anyway if he had a naval trait (he is actually availible from the start as armaments minister though), while you can't choose a new head of government.

I think the Oslo requirement is reasonable though, the failure in Norway directly lead to the no confidence debate that was Chamberlains downfall.

But would it be unreasonable to assume that a failure in the Low Countries would lead to the same outcome? So how about extending that with Amsterdam and Brussels, so any of them would suffice?

Not really, although the more general you make it the less sense it being called "The Norway debate" makes. Although if anyone wants it to just be based on Oslo OR Paris being German controled, use:
