no cars spawn does not matter if I have mods on or off. like people will come to make a home but after 10 to 15 min they stop coming and no one is driving not even the first responders

Yeah I've noticed this. Weird
Cars move along highways and come to your city to initially settle but they never drive about the city streets or commute to work. They are simply not there. Only thing I see is Garbage Trucks (good thing for garbage collection
).

Based on youtuber content this problem is not global. Plenty of people driving around in the new cities they've started.
