In 1.13 beta, you cant send a CTA your allies in each war. You have a cool down of 10 years. So each time you have to decide if you send a CTA to your ally if you declare some war. So sometimes an ally wants to join, but you dont need him. Now you have to manually deselect him in the declare war interface.

In the current setup you end up with an ally joining your war, which you didnt want. And you cant do anything about it. And if you now have an easy small war, and you planned a big war afterwards, you have to wait for that war, since you cant send a CTA to your ally.

It would be great if it is the other way around. Even if an ally will join, you have to select him, so he join. If you dont select him, he wont get a CTA and thus wont join. This will works much better, since if you forgot to send him a CTA, you got the alert that some ally wants to join and you can send the CTA at that moment, so he still joins.
