For youtube I only have to change my IP and I`m able to watch videos which aren`t available in germany.
Does this also work for Steam because it reduces my traffic only slightly. What is when steam looks which data is behind my IP-adress, and there isn`t data like country, city...

Technically yes, but you will do it at your own peril since Steam MIGHT not like it.

They very, very likely will never do anything about it, but they theoretically could.

This restriction was introduced by steam this morning at 10 o'clock german time. So I think you had a bit luck with this. :)

Lucky me. Now I feel sorry for everyone else :(

I did on the 18.05.2016 around 9-10 pm. The key is from gmg too.
And i could activate it without a problem.
Not sure if that means you get the german version from gmg or...i dont know.

Neither the guy you answered to nor an expert on economic issues, but specifically prohibiting specific European Union countries (like Germany) to buy your product from another (like Sweden) is seen as pandering with the common market and generally prohibited.

It happened before e.g. Dead Island where the keys can not be activated and saw no legal problems. But the games could still be traded over steam, so it would be interesting to know if that will work with hoi4.

I live in Germany, my SteamAccount was also created here. But I'm often in England for vacation and visiting friends. Now, when I bought the game via Paradox Store and wait with the activation until I am back in England, would this work, or do I nNeed to have my account created outside Germany?
If the procedure above works, how would it be playing back in Germany? Does it say: "No, you are back in Germany, you can't play the game with this key." Or will it work? Does it require to be online while playing? Otherwise I just could go offline from Steam and play it at least offline in Singleplayer.

Thanks if someone could answer my question.

Steam remembers your home country (though it can be changed, if you are in a different country) and if you use the Steam Store directly they will crosscheck with stuff like Paypal/Credit Card Information, etc. If you buy somewhere else and just want to activate the game the odds are better. Though there is still a risk, it's essentially the same as using a VPN.

Okay. Somit would be worth a try, staying outside Germany and change the steamship country. An adress I have in England. ;-) And I won't by it wit him the Steamstore, while staying there.

I won't go for VPNs in steam due my lack of knowledge. As last resort I have to wait for mods to appear, but I won't play with grayed out portraits as I really like the drawingstyle. Pity it will go this way...

I plan to buy from a licensed keyseller like GMG or imperial, but i would activate the code in steam when I am outside of Germany.

i am ok with a censored game, but not with geolock, which prevents me from choosing the cheapest shop. even paradox itself does not sell the german geolock version. why would other shops?

this is bullshit

This will work. You could also use a VPN/Proxy.

Key point is that you cannot buy on Steam directly since they only allow purchases which match the origin of the payment. No other platform does this, so no problems there.

Bought it via GMG and already activated it on Steam. Didn't have any problems, I'm curious to see if I will be able to get the Uncensor-DLC on launch (because fuck the BPjM)
This worked for me, too. But now I am slightly worried about this statement found here:

UPDATE 18/05/17
There has been some confusion about the key that you get when you pre-order. This is for the game book only, once the game releases on June 6th you will get another key which unlocks the Hearts of Iron 4 game.

Probably the key we got was only for Hearts of Iron IV: War Stories and not the game itself. I guess it's time for a refund then :(
