While I'm not against the notion that all tags should have their own set of NI's, I just think it is a waste of time to give every small obscure tag a set of NI's (sorry for eurocentrism, but this is EUROPA UNIVERSALIS after all).
My issue here is the fact that tags are only giving 7 NI's, which, if you play a western country, are usually all acquired by the year 1600.
I always feel like some part of the game is lost once you hit the 7th NI, + ambition. After that you don't get the rewarding feeling that your country is unfolding in its own unique way.
Another important notion I'd like convey is that many of the NI's breaks my historical immersion, so what do I mean by that?
I mean that they come into play way to early, than what they are supposed to represent historically.
One example is France, their last 3 NI's, Vauban's fortifications, the Philosophes and Liberty, Egality and Fraternity (sorry my France is basicly non-existing), are all NI's that "came into play in the 18th century in real life". But in EU4 they all come to play before the 17th century.
No wonder why EU4 France is never hit by the Fronde religious rebellions when they already have the "Liberty, Egality and Fraternity" + 2 tolerance for heretics modifier.
Another example is Brandenburg/Prussia, in EU4 by the year 1600, if they manage to expand, they are a military might becuase of their sweet NI's. In real life Brandenburg was just a weak pawn, in the game its great power neighbours played, only after the 30 years war did Brandenburg start its ascend to continental supremacy.
There are plenty of other similar examples.
So here are my proposals to alleviate my (and hopefully yours as well) historical immersion breaking:
1. Make it so that Western, Eastern and Anatolian tech groups only gets NI's after every 5th group ideas.
Muslim, Indian, Chinese, Sub-Saharan and Nomad tech groups gets one after every 4th group ideas.
All the american tech group keep the current NI's to group ideas ratio.
Maybe Nomads should have a special group where they get a NI after every 2nd group idea, since by 1444 their power and influence is waning, so to give them some historical credit, by having them unfold quicker.
Of course there are tags like Granada, Byzantium and Burgundy where it makes historically sense for them to have their NI's unfold as fast as possible, giving their short existing in the EU4 timeframe.
2. This is my favorite idea! Just expand the NI's set from 7 to 14!!!
"But how will you do that, we've just spent so much time coming up with names for the +1 yearly prestige NI's that all random tags seems to have now?"
Simply just create regional NI's! There already are, the setup would be like this.
Every odd number of NI's is one from the tags current pool and every even number NI's would be from the regional pool.
Here is an example on how Austria would look like, by adding the regional german ideas to its pool, regional ideas is in bold.
1. Imperial Ambition. +10% Imperial Authority −15% Diplomatic annexation cost
2. Zunft. +10% Production efficiency
3. Military Frontier -10% Fort maintenance +15% National garrison growth
4. Frühlings- und Herbstmesse +10% Domestic trade power +5% National trade income modifier
5. Fugger Banks +0.05 Yearly inflation reduction −1 Interest per annum
6. Reichskreis +1 Diplomatic reputation
7. Habsburg Dominance +2 Diplomatic reputation
8. Polizeiordnung -1 National unrest
9. Edict of Restitution +2% Missionary strength
10. Cuius regio, eius religio +1% Missionary strength
11. Austrian Court +1 Diplomatic relations
12. Thurn und Taxis +1 Diplomatic relations
13. Hofkriegsrat +30% Reinforce speed +3% Discipline
14. Residenzstadt +1 Yearly prestige
