From patch 1.1.0.0023 notes:
[*]There is now a merchant in the Disfavored camp in Act 1, who possess some unique items that players may have found essential to their playstyle in previous play-throughs.
[*]This merchant can also be hired at the spire starting in Act 2.
I interpret the first sentence as meaning that this merchant is selling those rare RNG items that drop on your first playthrough depending on your level, stop dropping after you reach a certain level, and may be missed entirely even in several consecutive playthroughs due to their RNG-only nature. For example, I'd expect Phaedrus to sell Momentum Gauntlets, Striker's Cowl, Assassin's Raiment, and Blood-soaked Boots.
However that doesn't seem to be the case at all now as Phaedrus only has potions, sigils, and crafting materials? Even the Tyranny wiki says so. Is this intended?
I would love for RNG-only rare items to cease being RNG-only at least in NG+.
