This is my first experience with HOI2. I have a question concerning assigning naval vessels to fleets. I have a fleet with one carrier, I produced a battleship. The carrier fleet was not an option for assignment (not sure why) so I assigned it to the same port.

How can I combine the two ships into one fleet?

Is your fleet actually in the naval base?

to assign a new ship directly to a fleet, the fleet must

1. in a naval base where you OWN that province;

2. that province has a land connection to your capital.

To combine 2 (or more) fleets is a different matter, just move those fleets you want to combine into same location, be that a port w/ or w/o naval base, or a sea zone, then SELECT ALL (if in the sea, draw a cursor box around the fleets; if in a port, draw a cursor box around the PORT), then push the COMBINE button.

You don't need to rebase, they can be combined even in the sea;

fleets can be from different naval bases.
