IC's......just a bit of clarification for me because I must be missing something from the manual, the tutorial and the info here......I been playing as the United States and as the Soviet union......and eventually over time my IC's dwindle to nothing.....(the second part of the 0/0 formula on the top bar).......it seemed to make sense when I was playing as the Soviet union due to tremendous lack of rubber but I get the same thing with the US.......just need someone to explain to me what I am missing in all this

When you hold your mouse over the IC total it should tell you if you have a resource shortage that would cause reduced ICs. If it fell gradually most likely you have gotten 100% dissent by insufficient consumer goods (CG) spending or running out of supplies and not producing any. Each percentage point of dissent reduces your ICs by that much so 100% means no ICs at all.
