I read in these forums that you can take over the world. However, If you can not annex the great powers, how do you get about doing it? I want to cover the world in blue.

EAsiest way is to install the IGC. However u can also edit the .eug file to have only one major.
You can't annex any country which is playable at the beginning of the scenario/campaign. However, if you download the IGC (see the Downloads section) or bugger about with the scenario files, you can set that only one country is playable, and you can then annex everybody else.

THe majority of the ppl here use it. It is a mod which overwrites all EU date, adds new leaders, new nations, re-divides provinces, makes the game better & more historical. It comes with a nifty tool, the IGC Config tool. After installation, run the tool and select the country you want to play as only playable nation. That way you can annex everyone.
Just download, unzip into your main EU directory, run patch.exe, then run IGC Config tool. After selecting prefered options, hit apply, close window, run EU, pick IGC in the scenario screen... Have fun...
