Hannover will ally the german minors since those alliances comes from events.

Thanks for all the advice and suggestions to all who responded. I started a game, played around with it for a bit to get the hang of things, and am about to start over. Two more questions:

1) In the beginning of the GC, what is a good number of divisions to keep in the mobilization pool for Prussia?

2) Event ID's: I want to try creating a few events for Prussia (done this for games of HOI, HOI2, and EU2); what event id numbers are open for player created events?

To answer question one;

Prussia starts off with a mobilization pool of 16 divisions. This is a decent number but by no means adequate.

Really you need to have a big mobilization pool in case of war with your neighbours.

For example, France starts off with no mobilization force, so you have an advantage there over them, and should try to keep it. If you can get your mobilization force increased to lets say 50 divs by 1845, that would be a good number. It's a good precautionary tool. ;)

Thanks for the tip, I've checked both of those threads out. One more question: I have the mod that allows me to choose which land and naval doctrine to go with (elan/morale increase or organization increase). Does anyone have any suggestions on which is the most worthwhile? Another thread I checked out indicated that the Jominian approach (+ morale) was the best in the beginning of the game, but that Clausewitzian would turn out to be the best by the end. Again, these are my first games, so I'd like some opinions from those of you who have played entire games; which do you think is the most worthwhile?

one bad thing about low morale is sometimes you still have like half the troops left but your morale broke so if you are encircled your whole army is gone. With high morale at least they may fight until the last man.

Generally if you are doing most of yr fighting early on I'd say Jominian but Late Game as Org becomes more important Clauzewitzian is king

It also depends if most of your fighting will be slogging matches in Europe (Clauzewitzian) or lighting raids on capitals (Jominian)

strange occurence

Im new to Victoria, Had played Eu and EU2 without getting into them. Then I picked up hoi, found it a lot more intuitive and got hooked. Since then Ive returned to discover EU2, picked up 2 crowns and HOI2.

Played through as Austria-Hungary to finish 3 ranked power, not bad while learning.

Switched to prussia and went bankrupt repeatedly. So I came to the boards and found this thread, and resorted to using the wikki page.

But I seem yo be having a problem, not with the plan, works well, but with France.

I mobilise on the minors and a bit later all my neighbours mobilise, take them down, np. But then France invades, wouldnt be a problem but my 36 mobilised divisions+ standing army hasnt a hope against the 700,000+ french troops (as in a main army of 600K plus all its normal units and forces. Now according to readthrough, my 36 divisions (physical max bar randoms/regulars recruitment) is as big as I can have and I should be far ahead of the French, but Im 2-1 behind at least.

Bug? Or am i missing something as basic as when not at war you can mobilise pool repeatedly and thus the french are recruiting their 15 division repeatedly?

I think it's because of the AI's war policy.
Whenever the AI is at war it focus all it's income in raising troops.
France usually likes to conquer North African uncivs.
So the French AI builds tons of troops while you as Prussia is more likely to focus on industrilizing.

The AI can mobilise alot if they aren't at war. But they don't get more divisions.

They might've rejected to join you, that happens sometimes.
Just DoW them and satelitte. Annex after the peacetreaty expires :)
