Push taxes up to 49.2%
Education to 100%
Crime Fighting to 1%
Tariffs to 100%

With your money, upgrade your steel factory, cement factory, lumber factory and build a liquor distillery to start off with.
Also close down your artillery and explosives factories.
Make sure you have 5 pops in your ammunition factory, and put as much pops into your small arms factory as will allow for you to make a surplus output of ammunition still. (usally 2/3 pops).

Start colonizing too, by determining what colonies you are going to get.

That should all be done within the first month. ;)

Thanks for the advice. Another question . . . does it matter, for economic purposes, that Prussia is divided into 2 (actually, 3) regions separated by other nations? Will goods still flow freely between those regions? Sorry if that's a dumb question, but again this is my first game, and the manual is rather non-helpful on a lot of things.

Also, any suggestions on good areas to colonize?

Goods will flow at ease yes.
For some reason they don't need a land connection to the capital (because they are inland).
But if you acquire let's say the port of Bremen via annexing their nation, and it has no land connection to your capital, then you would need to have convoys running. :wacko:

I suggest; Papa New Guinea and the 3 island colony in Indonesia + Congo & Cameroon.

Economically, it doesn't matter that your country is unconnected, strategically on the other hand... :)

As for colonization, any province with useful raw material is good, iron, coal, timber, cotton... that sort of stuff. Fish not so much. ;) Remember that you don't get anything from the provinces until you claim the entire colony though.
Also you should consider finding colonies that have few provinces for a quick prestige boost when you claim.

Again, thanks for all the advice. I've downloaded the revised manual, and I'm going to read through that before I begin playing. One more question: is it worthwhile to wait for German Unification via events, or is it better to go ahead and start conquering my way through the smaller german states?

One of my favourite things to do is pick of the German minors as their government falls. Whenever they get a revolution they leave the allaince and you can attack them without anyone bothering you. You can get some nice core provinces without too much work.

Good idea, I read somewhere about the revolts in the German states, so I'll try that.

Well, it matter in that you need to have convoys, IIRC.

Only for the Democratic way.

If you want to unify Germany the historic way, or via the Conservative Empire route. It is fine.

Then build a few divisions and declear war on a minor which defensive alliance is invalid with Austria if Prussia is the attacker.
Then annex all the small ones and satellite the big ones.
Then try to get either the Conservative Empire or Popular unification.
From there it'll likely get quite dull.

The glass factory is a real cash machine.

Should I go ahead and declare war on Hannover while they're allied with Britain? Again, I haven't played Victoria before, but it seems unwise to get into a war with Britain in the beginning of the game. Does that alliance expire through an event, or after a certain amount of time?

I's very safe to declear war since Hannover becomes the leader so don't mind if the UK makes a few drops in Pommerania.
Taking the province Hannover is enough to satellite, and later it'll get alliances with all german states.

If you just demand all its provs in the peace, they will ally and you wont have to wait for the peace treaty to expire to annex them, if you satelite them, they wont ally anyone.

Also, the fact that you dont need anything for inland, but convoys for coastel provs comes from a patch... Before that patch you would need convoys for your unconnected inland provs as well :p
