The 1945.eug scenario file (as downloaded from OneDrive, not from my disk) has the following definition:

So, no "scenarios\1945\sik.inc" file which seems to be referenced in your case.
And upe.inc file which replaced sik.inc has the following code:

No East-Asian provinces there (only those three provinces are occupied by East Turkestan).
In your report, ET asks for the ownership of whooping 18 provinces (some Thai/British which are already distributed at this point and several Indian ones which are snatched before U02 gets them).
Because I'm at loss what to do, can you try to reinstall the mod from stratch (delete its folder, copy fresh 'Darkest Hour Full' and install the mod there)?
Currently, in NWO2 folder (

- 2.2.6 release
- scenarios\1945.eug file
- scenarios\1945\upe.inc
The latter two really shouldn't give any problem. You can check if your 'Mods\New World Order 2\scenarios\' files are different from them and update those two only.
Or maybe its The Grand Campaign setup that creates issues here?
