i agree with you sarp1975, except with 2), i believe the missionary is a mission, a task involving a group of missionaries (not only one guy), and then the group finished the conversion task, to build and maintain a church (or temple or mosque) in the region to keep the religion there, alive.

and i also support the idea of having a group of colonist put in that prov, to help the convertion process.

but, i think this is all plausible if the religion prov system is changed, as Flame of Udûn said, eliminate the "all or nothing" system, to allow a variable percentage for the different religions in the prov.

For most of the EUII time period, I like the "all or nothing" approach. In my mind, the religion of a province reflects the sympathies of those who wield the real power in the province. Depending on the positions of your sliders, this could be the local nobles, the merchants, the clergy, the big landowners, or some combination of groups.

With a low tolerance setting, these groups may have to practice their religion in secret, but the resistance to your rule will still be there. Remember, you derive your legitimacy from the idea that you are God's choice to rule this area, and you're going to run into problems if you belong to the Church of England while the people who actually run things are Calvinists or Catholics. If you convert enough serfs or power brokers, you can reach a tipping point at which most people accept your legitimacy, but until then you couldn't expect to see much improvement in the functioning of your province.

In my first game as England, I ran into this same problem. Protestantism gives wonderful benefits, but the reduced income and stability penalties in France made it hard for me to see anything but stagnation for 100 years or more. My solution was to convert back and stay Catholic. In the end, the game is about enjoying yourself, and for me that means doing something other than ripping my hair out every time I take a stability hit.
