I want to buy this new DLC Art of War and the two unit packs that come with it and i've been wondering: do those units stay only for the "thirty years war" or are they permanent to the nations?

You get them at mil tech 12 (around 1550) and they disappear at mil tech 21 (around 1675) So you'll see them for about 125 years.

They are attached to tech level so at mil tech 12 your sprite packs activate and then at 21 they are replaced.

These are correct. Of course, if you really wanted to I'm sure you can mod the game to have them show longer, shorter or whatever you like.
