I believe that Court&Country should have additional triggers, apart from the default one:
1. when a monarch has less than 10 ability points (for example 1/3/4) or 0 at any position (for example 0/6/6) AND absolutism is above 80,
2. when a monarch has less than 8 ability points (for example 1/2/4) or 0 at any position (for example 0/6/6) AND absolutism is above 65.

Also - disaster should fire again (removing +10/+20 absolutism bonus) if monarch has very low stats, the country has active loans and high overextension.

It seems like the result can be summed up as "Nations that reach 65 absolutism during the age of absolutism will usually have the disaster, unless they are a player trying to avoid it." Why is this a good thing? I don't think I know enough about how often the AI hits this threshold and under what conditions to really understand the impact.

edit: also, I think you've got a typo in the conditions, but not sure what the intention is. The first one is always true if the second is true. Did you mean to swap 8 and 10?

You are right about the swap, I corrected it.

Yes, because the disaster may give a very positive outcome for the player, I believe it should be more organic to the absolutism mechanics: it should fire almost every game in some way (similarly to https://eu4.paradoxwikis.com/The_Struggle_for_Royal_Power), a player should not be forced to artificially decimate its own country just to fire it.

Also, there should be a clear choice to the player: do You want that bonus and spawn the disaster or do You fall back and give some privilege to nobility (that would prevent it from spawning again).

Ideally, the game should recognize tough times for the player (difficult war, low manpower, bad monarch, high war exhaustion, etc.) but I believe it is not possible, conditions have to be strict so I went for the next best thing.

Basically, I see it as this one last try by the nobility to keep at least SOME power in the kingdom. So in some way stability hit should not be a condition to fire the disaster, but an effect of the monarch's decision to fight for absolute power in the country. So if absolutism is high enough and there is something bad going in the country or the monarch is weak - the player should get a choice: do You push for that sweet maximum absolutism risking stability hit and rebels for few years, or is what You have enough and You step back leaving people of Your kingdom at least some agency?

The privilege could even have some sweet sweet bonus for tall gameplay like -10% dev cost or even some NEW privileges available if You abandon max absolutism (to make it a little more of an interesting strategic choice for the player).
