You definitely want all the expansions. Once you learn how to play the game (and there is a learning curve), I suggest you might want to try some mods. Personally, I really like TRP, the Total Realism Project.

is hoi3 collection avaliable in the U.S.? Cause if not my mom is not buying it?

It's available on both steam and GoG digitally and I think physical (maybe also digital?) is available from amazon as well.

You want Hoi3 + Semper Fi + For the Motherland + Their Finest Hour

You can pry buy them separately or all together pry for 15$ or less.
