New to game - quick question about Tyrant

I'm playing the tutorial game and I was given a a notification that I could safely imprison three different people without getting the tyrant malus.

So I went to imprison them - the council was against but the tool tip says I'm good, right?

And yet, I still get the tyrant malus.

What gives?

(Ignore the image of the woman - yes, she was on the list of targets that could be imprisoned without the tyranny malus. I tried it twice just to see if it would happen again.)

The tyranny in the alert tooltip is the -40 penalty you always get for arresting without just cause. It is complety unrelated to that caused by ignoring the council's disapproval. It could stand to be more clear, I agree.
