As I realized after my first playing attempts (comparing them whith what was shown in the videos I watched), what the bullet point "Provincial improvements with development system" really meant ... I went to the shop and purchased 'Common Sense' right away.
Maybe this wasn't the best call, as 'Art of War' was reccomended more often. But I really like the idea of developing my regions and I was quite puzzeled by the missing buttons. Well, here we go.

Anyway, I promise to honor your recommendations from now on and stay away from further purchases until later.

Speaking of purchasing later and making use of sales to do so - I didn't follow Paradox' pricing politics very closely so far. The current price reduction seems quite good (75% for the base game, about 50% for DLCs). Is this as high as it ever gets or were there occasions when the DLCs got reduced by 75% as well? When it is worth hitting the 'buy now' button?

75% is the highest I've ever seen on DLC. You can look at steam sale history to get a rough idea of when they do sales. Also sales generally happen when updates are released. DLC that is less than 2 years old never gets the 75% reduction.

Art of War is the only absolutely crucial one. It gives you the ability of being able to transfer occupations, without it, wars are very frustrating and often pointless since your strong ally can occupy your core/claim and not be able to give it to you or vice versa. Again, without Art of War, wars are simply not complete. Imagine declaring war and not being able to take single provinces with 100% warscore because your strong ally occupied everything.

Other than that, Common Sense is another one that adds a relatively important dynamic which is being able to develop provinces. This is especially crucial if you want to play far away from Europe considering without developing provinces, some institutions take very very long time to reach lands that are far away from Europe, leaving you many tech levels behind.

Other than those, many other DLCs involve non-crucial flavors like Cradle of Civilizations - assigning pashas as Ottomans, schools of Islam eg.

I was abut to post the very same question as the op. Glad I did a quick search first but I have to disagree with some of the comments about new players not needing the DLC's
I've spend quite a few hours watching lets plays and tutorials (Arumba and Filth's are great) but almost all of them use mechanics which aren't available without the correct DLC.
Every time I ask a question like.... How do I reduce liberty desire.... The answer is part of a DLC. Counter spying, Privateering.... So many of these things now seem essential.
I tried playing along with Arumba's tutorial as Scotland but it's almost impossible to earn enough cash to stay afloat without the perks that the DLC's offer. I'm sure someone with more experience than me would manage no problem but every time I try to search for help for a specific problem the answer almost always requires a DLC.

So I'll modify my question. Which DLC's give the best preks for a new player?

As a new player myself who has played with and without DLCs, I like the added features of the DLCs, but I also agree that they are not needed. As an example, reducing liberty desire can be done through improving relations and building up your forces. Some things are harder without the DLCs, but it's all doable, especially if you're playing in Europe.

I feel the answer to "the biggest perks" is the same as any answer that's already been given. I bought several DLCs on sale, and I'm doing an Ottoman WC run in 1.22. The biggest perks for me have been Art of War for Transfer Occupation, Rights of Man for disinheriting heirs, and Wealth of Nations for the trade company stuff. I haven't needed Common Sense for institution spread because of where I'm located. The estate mechanic is neat, but I left The Cossacks off for now because it was too overwhelming to learn so much at once.

If i were you i would only get Common Sense, not Art of War. If you like the game, you can go on and get Art of War and maybe Res Publica. Rest of the DLC's mostly depend on which regions are you interested in the most, etc.

Well, I definitely like the game so far! :)

Hence, after a really shitty day at work, I treated myself with 'Art of War' instead of a chocolate bar. It was slightly more expensive (still during the sales period), but way healthier.

For now I am satisfied.
If the game keeps to fascinate me, I'll get further expansions. But not in the immediate future. (Or just one ... or two(?) at the expected christmas sale. )
