With our mastery of genetic codes and greater understand of natural processes our lead scientists believe they have found a superior form of genetic engineering, combining both our technology with fundamental natural forces, allowing us to cross two species, even as complex as ourselves, together to suppress genetic weaknesses and enhance the physical form beyond what could be reasonably done with older forms of genetic engineering

Unlocks -

Cross Breeding Program - Unlocks a special project, you select 2 species of the same phenotype to cross breed together, one must be your primary species, when the project is complete you will gain 5 new pops of the half breed species located where you choose. the half breeds will gain all of their parents positive traits and none of the negatives, so its better to breed together species with more different traits, they also get a combined world preferences depending on the parent species, it has two 80% worlds and fans out from them always taking the higher percent habitability although if you combined to species with the same preference it would just be a standard trait, it should be noted they also have no homeworld so 80% is their highest base.

Phenotype Leadership - While many species exist within the galaxy it has become clear that only those of certain genetic lineages such as ours have truly and properly evolved along the right path to be trusted in leadership roles. Allows leaders to be any species of the primary phenotype, this will satisfy alien pops of the same phenotype but not actually upset primary species members.

Dangers of the Tech - There are 3 possible dangers which could result from the use of this tech.

Genocidal Terrorism - Seeing themselves as genetically superior to their parent species as well as the various other species of the galaxy, the Cross Breeds will attempt to purify worlds that they live on. This can take a few forms, from active rebellion on a planet with armies and purging of other pops. As well as some large scaled terror attacks, such as nuking the Capital World making it a tomb world or more subtle forms such as genetic replacement, where they slowly replace one of their parents species pops with a pop of themselves, for the record while this last one can be a good thing since cross breed pops are better, its kinda fuck up since my idea, is that the cross breeds are using forced pregnancy to perpetuate their own species while causing a parent species to die out. This however is the easiest problem to prevent as Phenotype Leadership typically prevents it from happening, Xeno Leadership helps but not quite as much as Phenotype Leadership, since they often have rather tiered racist beliefs seeing themselves as the best than their parents than everyone else, so why let other species lead at all, sticking to primary species only is very likely to piss these guys off. Although another way to prevent or make this problem less likely is to be Xenophile, generally speaking if the Cross Breed pops are Xenophile or Fanatic Xenophile they won't cause trouble in any of these ways, generally.

Cross Genetic Disease - The ancient enemy of all species has again reared its head and while we thought we had mastered natural to our own purposes, it laughs at us once again. Two basic disease which used to infect the parent species have been found to infect the Cross Breeds, however something has gone wrong, the once slightly inconvenient diseases have somehow mutated together and become much more deadly, it now effects all 3 species and has quickly begun to spread through the population. This creates a timed anomaly that a science ship must come to research, likely a rather tough one with low success chance, catastrophic failure or just not sending a ship before the timer runs out, all pops of all 3 species, the cross breeds and the 2 parents die on any planet with cross breed pops present, the worlds are then quarantined not allowing the 2 species to return to infected world until its clear the infection has been dealt with, the cross breeds are all dead and can't be remade, the whole process thrown out as a scientific failure. Slight failure is a deadly plague kills 50% of the pops on the planet the first plague started on, it doesn't manage to spread to other worlds and while many lives were lost enough information was gathered to create vaccines against this new disease in the future. Success manages to stop the disease in its tracks, quickly able to realize the nature of the new disease and how it relates to the genetic cross breeding, partial vaccines are manufactured to blunt the effects until a full cure can be made, all 3 species -10% production on planet for 1 year.

Genetic Non-Viability - While initial understanding of the Cross Breed genetics looked promising, it appears models were incomplete, what was planned to be the first generation of a new species has proved completely sterile they will live out their lives but be unable to perpetuate their kind. The 5 new pops will only last X amount of years before dying off, the exact amount depending on species modifier as obviously a species that has venerable will live longer. This likely hood of this happening or not happening is determined by the scientist who is head of the Social Science department when you conduct the special project to create the Cross Breeds, so a level 1 guy with no beneficial traits is more likely to screw this up, but a level 5 expert in biology or spark of genius will never to almost never get this event.

To be clear none of these dangers are mutually exclusive, although I suppose you can use that to your benefit, after all why not let a new plague wipe out a bunch of rebels?
