This is my idea I want to suggest.

- Rework on Neighbor Bonus
I think technology cost bonus for neighbors should be break down from original idea by split the into many factors with their own weight of influence

1) Tech different between a country and the most advanced country inside the same technology group:
I think tech groups in EU series represent interpretation of world system theory in history of globalization as region that shared in socioeconomic in the world during early modern period mentioned in work of Immanuel Wallenstein. Technology diffusion is largely without barrier inside tech group and suppose to have highest weight in calculation of neighbor bonus.

Example A: Technology flow almost very freely across western Christendom since Medieval period onward but there was always barriers with western Christendom and its Eastern European and Muslim neighbors (which apply on both sides).
Example B: China was usually the most advanced country inside world system area of Far East which it dominated for most of its history. Chinese technology was freely diffused into Korea, Japan, and South East Asia (which is clearly part of Chinese tech group) but technological diffusion was negligible when in India which not adopt printing, paper, and bureaucracy until 17th century (and they adopted them from Muslim and Western, not Chinese) although it had exist in nearby China for almost a millennium earlier.

So in this sense, westernization is to join western world system as local world systems were gradually collapsed or destroy during course of 16th-19th century in creation of globalization.

2) Tech different between a country and the most advanced known country inside the same religious denomination (in case there is hostility toward other religious denomination inside the same religion group) or the same religion group (in case there is no serious hostility inside the same religion group):
This represent how religion created or dissolved innovation barrier between country due to contact and idea diffusion as long as they know and contact each others.

Example A: Catholicism had several attempted to try to conversion state religion of countries in East and South East Asia with one of its tempting offer is offering technology and technique through Jesuit scholars.
Example B: Consequence of conversion of Malay states toward Sunni enhanced technological diffusion from Middle East and Muslim Bengal states to South East Asia although Middle-East and South East Asia were from different world system.
Example C: Hindu-Buddhist states of South East Asia have contacts between religious/learned elites with Hindu and Buddhist states inside India and Ceylon which is how many of way of governance in Indo-China was adopted from Hindu system from South India and Bengal before Bengal convert to Sunni although India and South East Asia are from different world system.

3) Tech different between a country and the most advanced known foreign country inside the same trade node with country's capitol or the most advanced foreign country which own known trade node directly connected to country capitol's trade node:
This one is represent classic historical technological diffusion across the world system through trade network like Silk Road or across Atlantic Ocean.

Example A: This is how technology diffuse from China to the west through Silk Road through trade.
Example B: This is how technology travel across Indian Ocean trade system.

4) Tech different between a country and the most advanced country with land border connected to capitol:
This one is from immediate land neighbor and this bonus suppose to have no barrier of communication in term of tech group and religion.

Example: This is how border trade and contact create technology and idea diffusion


- Border with Nomad Penalty
During early period of Europa Universalis, Nomad was really big problem for every sedentry people that surround Steppe region. Everyone around the Steppe fear that threat like Mongols or Timur would coming back again and it drain attention and resource of states in that area as well as create hysterical fear that turn people toward orthodoxy as well and fear of change. (This is one of reason why Ming turn inward to combat imminent threat and stability problem.) So every countries that have land border neighbor with hostile nomad tech group country that connected to capitol should give penalty in monarch powers as well as penalty to tech and stability cost. Border regions with nomad state should also has penalty in development as well. This penalty should be removed when nomad state become ally, vessal, protectorate, or eliminate altogether.


- Special Characteristic of Western Technology Group
I think each tech groups should have their own special characteristic to represent their special socioeconomic system of that tech group but western tech group suppose to be special to make westernization as special thing to do. Here is my idea about Western tech group to represent moving toward globalization and modern world.

Western tech group should start as just another not too outstanding tech group. But as countries inside tech group fulfills conditions, special bonus will gradually unlock and make tech cost and idea cost cheaper.

1) Humanism:
Condition: Any country inside western tech group discover idea group "Humanist"
Bonus: Additional -5% idea cost for all western tech group countries

2) Reformation:
Condition: Reformation is triggered
Bonus: Additional -5% idea cost for all western tech group countries

3) Westphalian System:
Condition: Every countries inside western tech group those have capitol in Europe discover administrative technology level 18
Bonus: Additional -5% tech cost for all western tech group countries

4) Age of Discovery:
Condition: Any country inside western tech group discover discover idea "Quest for the New World"
Bonus: Additional -5% tech cost for all western tech group countries

5) Spice Trade:
Condition: When event "Spice Trade" is triggered
Bonus: Additional -5% tech cost for all western tech group countries

65) Discovery of New World:
Condition: Any country inside western tech group discover new world
Bonus: Additional -5% tech cost for all western tech group countries

7) Wealth of Outside World:
Condition: Any country inside western tech group own province with gold outside Europe
Bonus: Additional -5% tech cost for all western tech group countries

8) World is Round!:
Condition: Any country inside western tech group sail around the globe
Bonus: Additional -5% tech cost for all western tech group countries

9) Columbian Exchange:
Condition: Any countries inside western tech group own province with tobacco and cocoa
Bonus: Additional -5% tech cost for all western tech group countries

10) Guns, Germs, & Steel:
Condition: Any countries inside western tech group discover military technology level 6
Bonus: Additional -5% idea cost for all western tech group countries

11) East India Company:
Condition: Any countries inside western tech group discover diplomatic technology level 13
Bonus: Additional -5% tech cost for all western tech group countries

12) Commons Law of the Sea:
Condition: Every countries inside western tech group those have capitol in Europe discover diplomatic technology level 16
Bonus: Additional -5% tech cost for all western tech group countries

13) University:
Condition: Any country inside western tech group discover administrative technology level 17
Bonus: Additional -5% tech cost for all western tech group countries

14) Age of Reason:
Condition: Any country inside western tech group discover idea "Scientific Revolution" along with administrative technology level 23
Bonus: Additional -5% tech cost for all western tech group countries

15) Age of Enlightenment:
Condition: Any country inside western tech group discover administrative technology level 29
Bonus: Additional -5% tech cost for all western tech group countries

16) Industrial Revolution:
Condition: Any country inside western tech group discover administrative technology level 30 and diplomatic technology level 28
Bonus: Additional -5% tech cost for all western tech group countries

17) Revolution!:
Condition: Any country inside western tech group start using revolutionary government
Bonus: Additional -5% tech cost and -5 idea cost for all western tech group countries

With this, strength of western tech group would gradually accumulate and imminent on dominate the globalization by late game.

With idea on western tech group and neighbor technological diffusion above, I think it may possible to eliminate tech group penalty of most of non-nomad, non-primitive group as technological diffusion and technological innovation trend would gradually shifted toward Western Europe and area nearby that directly connected with European trade node.

Some interesting ideas so I'll agree.
Why should special characteristics be limited to tech group? Especially since you went through the trouble of discribing different methods of technology diffusion. Why not just make it a MTTH modifier for the country when neighbour conditions are met? Add a MTTH modifier for certain tech groups or when a country have modifiers such as Inward perfection, MTTH x 5. Or if a nation has completed Innovative it will be MTTH x 0.5.

This would be nice idea. Mean time to happen for technology should be related to tech diffusion system while cost of adoption should be relative to number of countries which adopted that technology inside the same tech group, number of countries those adopted technology globally, and tech group's achievement which unlocked ability in similar way with what I said for western tech group earlier.

Here is some idea about unlock global tech group abilities based on tech group's achievements of tech groups other than western:

- Exploration based achievements (Age of Discovery, Discovery of New World(for old world tech groups)/Discovery of Eurasia (for new world tech groups), Wealth of Outside World, World is Round!, Columbian Exchange, etc) should be common for all tech groups to gain

- Specific tech groups' achievements as tech group develop their own more distinct characteristic
-- Western: Unlockable modifiers should mostly about reduce of technology cost (especially diplomatic and military techs), reduce mean time to happen for technology, and idea cost and increase power projection.
-- Eastern: Unlockable modifiers should mostly about reduced military technology cost, and increase power projection.
-- Anatolia: Unlockable modifiers should mostly about increase tolerance, and increase power projection.
-- Muslim: Unlockable modifiers should mostly about reduce stability cost and power projection.
-- Indian: Unlockable modifiers should mostly about increase tolerance, reduce diplomatic technology cost, and reduce idea cost.
-- Chinese: Unlockable modifiers should mostly about reduce administrative technology cost, reduce idea cost, and reduce stability cost.
-- New World's: Unlockable modifiers should be about decrease technology cost and increase cavalry ratio. Although achievements are similar between new world's tech groups, they are unlock separately due to geographical division.

I have no clue about Sub-Saharan though, perhaps someone should suggest some idea.
